The Locality of the Vault
Record each cipher as a vertical list of numbers, and the C2 text as a vertical list next to its C2 number. Place the lists side-by-side in the order required by "TheCode ": C1, C3, C2. The END (C3) is now in the middle, and the middle (C2) has become the END.
The last update revealed how to find "The Code" used for C1 and C3.  And now to "The End":
 
Earlier updates connected "IT" (The last word in the C2 solution text) to the Golden Mean: 1618
 
The C2 numbers are two numbers short of "IT" - Do you really believe that is an "accident"?
 
So, find the 1616th cipher number (2 short of 1618) = the 478th number in C2 (520 + 618 + 478) = 1616.
 
Look up number 478 in "The Code" - another accident?
 
The "final mean" of 1616 = 101 (808, 404, 202, 101)
 
Look up number 101 in "The Code" - another "accident"?
 
From the Beale DOI "... these(137) Ends(138) IT(139): What number is two short of "IT"?
 
And what number is the first number in C3?  Important: All three digit numbers have 5 "relatives"
